IG II(2) 3169-3170 states that the man is not just an honorary citizen, but specifically a βουλευτής (member of the council). The list of these cities ends in ll. 6-7, where it says καὶ ἄλλων πολ/λῶν πόλεων πολείτης καὶ βουλευτής ('of many other cities I was a citizen and member of the council). Eklektos is called 'disperiodos'. It must be dated to 257 AD, before Eklektos won his third Olympic victory in the same year.
IvO 243 + Siewert & Taeuber 2013, no. 33 record some of the other cities where Valerius Eklektos was a member of the council: Rome, Smyrna, Philadelphia, Hierapolis and Tripolis. In the same inscription, Eklektos is called 'trisperiodos aleiptos'. It is dated to 261 AD. [DvdL]
